U.S. Needs energy plan, not politics

Congress has a chance to take
meaningful steps toward reducing
this country's dependence on
fossil fuels and fostering
energy independence.
While
the omnibus energy bill, set to
be voted upon Friday in the U.S.
House, includes measures
important to the entire country
- and could significantly
benefit Colorado and the West -
the package looks more like a
compromise than a comprehensive
strategy.
House
Speaker Nancy Pelosi, who is
hurrying the legislation before
Congress' recess, has had a
difficult job keeping a diverse
coalition of Democratic votes on
board so that the measure has a
hope of passing.
The
bill has been the subject of
intense lobbying by oil
interests, automakers and
others. As a result, it does not
include proposals to use more
ethanol as a substitute for
gasoline, nor does it change the
way royalties are collected from
offshore federal oil and gas
leases or increase auto fuel
economy standards.

FORD TO RECALL 3.6
MILLION VEHICLES

(Reuters)

Ford
Motor
Co. is
recalling
as many
as 3.6
million
vehicles
because
a switch
that
deactivates
the
speed
control
can
overheat,
smoke or
burn,
the
National
Highway
Traffic
Safety
Administration
said
today.
The
agency
said in
a notice
that the
switch
problem
could
result
in a
fire
under
the
hood.
The Ford
vehicles
involved
include
trucks,
cars and
SUVs
with
model
years
ranging
from
1992 to
2004,
depending
on the
particular
vehicle.

Ford Motor Co. announced
Friday that it is recalling another 3.6 million
vehicles because of ongoing problems with a cruise
control switch that has already sparked several
fires and prompted five other recalls. All told, the
company has now recalled some 10.4 million vehicles
because of the defect, making it the largest recall
for a single vehicle problem in
U.S. history.
The latest recall involves
more than a dozen cars, trucks, vans and sport
utility vehicles
built between 1991 and 2004,
including such popular models as the Ford F-150,
Mercury Mountaineer and Lincoln Town Car.

CHRYSLER BEGINS NEW ERA

Chrysler debuted Friday as a privately
held American company determined to
prove it can shed its old boom-or-bust
image. In a historic deal that rocked
the auto industry, Cerberus Capital
Management officially took control of
Chrysler in a $7.4 billion buyout
marking the end of the 9-year-old
DaimlerChrysler merger.
The acquisition liberates
Chrysler from its former
German parent and gives the
82-year-old automaker a
fresh start under the
ownership of New York-based
Cerberus, one of the
nation's largest private
equity firms.

Turns out Friday was the final
day for the DaimlerChrysler AG
marriage, which has to go down
as one of the worst mergers in
history.
It was with a certain glee, in
fact, that boss Dieter Zetsche
announced an official name
change. The Chrysler name will
be dropped, Mr. Zetsche wrote in
a memo to employees. Instead,
the German auto maker will be
known simply as Daimler AG -- "a
name that will connect us to our
past and signal the launch of a
new era." Translation: "Phew,
we're glad that's over. And no
more trips to Detroit in
December!"

Lying in Wait

House
Speaker Nancy Pelosi (D-CA) made
her decision whether or
not to allow a floor debate to include the
controversial bills by Rep. Ed
Markey (D-MA) and the
alternative
version dubbed the
Hill-Terry bill. The two hotly
contested bills will not be
included in a
House floor debate encompassing
an energy bill to be heard in
the next few weeks. As
a result,
the earliest the vote could
resurface is early September.
Upon the
decision, Rep. Markey withdrew
his bill from consideration on
Wednesday of
last week. As Markey’s bill has
drawn heavy criticism from
industry manufacturers, retail
sector, and even the moderate
Democrats-dubbed Blue Dog
Democrats, others simply
don’t believe the proposed
changes are possible.
As
Markey has backpedaled by
softening the most glaring
propositions in his legislation,
the Hill-Terry bill has gained
significant momentum. Within the
past three weeks, co-sponsorship
has doubled from 75 to 150; and
with
each day, the Hill-Terry bill
gathers
more awareness and more
support.
Even if the Hill-Terry bill gets
the ultimate House stamp of
approval , Speaker
Pelosi,
a devout supporter
of the Markey version, will
select the House members to reconvene
with the Senate
to hammer out a compromise. In
other words,
she
will have tremendous control
over the final outcome.

The Department of Revenue, Titles
and Registration Section, has issued a
memo eliminating Secure and
Verifiable Identification (SVID)
requirements when titling and/or
registering a vehicle owned by a
C Corporation, providing the
appropriate forms have been
filed with the state.
The state has indicated that the
effective date of this change,
Sept. 1, applies to paperwork
received at the county on or
after that date.

TITLE PROCESSING:
PROPOSED RULEMAKING HEARING -
TITLE INFORMATION REQUESTS
The Department of Revenue, Titles
and Registration Section will be
holding a rulemaking hearing
on
Monday, Sept. 10, 2007. The
purpose of this hearing is to
allow for public comments and
input on proposed rules
regarding title information
requests to counties. Earlier
this year, the Titles and
Registration Section alerted
counties that they could no
longer provide certain title
information to dealerships
over the phone (for example,
title number as proof of
completion). Currently, most
counties are still allowing
receipt cards or written notices
(as long as they have pre-paid
postage) that contain the
information often demanded by
lenders—but the proposed rule
could eliminate that as well. Some dealership title personnel
have informed CADA that
financial institutions / lenders
quite often demand this
information from dealerships.

these rules continue to allow
for acknowledgement receipt and
confirmation postcards (with
pre-paid postage) that many
dealerships utilize in order to
obtain the title number as soon
as the county has processed the
paperwork. Without that option,
this information would need to
be requested from the state—as
soon as it has been received
there—using the DR 2539 -
Title Information Request and
Receipt form, along with
a
fee of $2.20 per request.
